Delaware County has detailed the process and status of its Direct Share Opioid Settlement Funds as of November 19, 2025. In response to the opioid crisis affecting the area, the county established a committee in 2022 to review and approve funding proposals using these settlement funds. The Opioid Settlement Committee (OSC) includes Town Supervisors, County Department heads, and a Certified Peer Recovery Specialist. According to county officials, each member contributes personal experience and expertise related to the opioid epidemic’s effects on local residents.
Funding requests are submitted through an online process outlined in the Delaware County Request for Funding Proposal (RFP), which was last updated on June 20, 2024. Proposals are reviewed by the OSC, which votes on whether to approve or deny each request. The committee may also invite organizations to meetings for further discussion before making a decision.
The county reported receiving $78,630.83 in 2023, $299,692.58 in 2024, and $32,693.21 so far in 2025 from Direct Share Opioid Settlement Funds—totaling $422,016.62 received over three years. As of November 19, none of these direct share funds have been allocated or spent.
These Direct Share funds are managed separately from Regional Abatement funding related to opioid settlements. Delaware County’s Local Government Unit has received $762,725 from this source and has already distributed $602,819.21 to approved initiatives; as of mid-November 2025, there is a remaining balance of $159,905.79.
