Assemblyman Robert Smullen expressed support for a legislative proposal to delay changes to the Consumer Directed Personal Assistance Program (CDPAP) at a press conference in Albany on March 25, 2025. The proposed delay would extend the timeline for implementing changes from April 1, 2025, to July 1, 2025.
CDPAP offers home care services to 280,000 elderly and disabled residents in New York. Currently, users of the CDPAP services must register with Public Partnerships LLC, a statewide fiscal intermediary, by April 1, 2025. The transition period began on January 6, 2025, providing only a three-month window for registration. As over 100,000 consumers have not yet completed the registration, concerns have arisen about potential disruptions in care.
To address these concerns, Minority senators and assembly members introduced new legislation (S.6689), which seeks to extend the timeline for implementing the changes.
“We must delay the implementation of these rushed changes to CDPAP until July 1, 2025, to give New York residents more time to comply with the changes,” said Smullen. He emphasized that the current timeframe for registration was insufficient, supporting proposal S.6689 to extend the deadline. Smullen also thanked his colleagues in the Senate and Assembly Minority Conferences for their efforts on the matter, aiming to maintain reliable home care access for New Yorkers.
